Register for your courses at Hilbert
Login Using Hilbert Credentials
Using your login credentials (given after registration), login to Self-Service and access the VA Benefits-Request for the Certification Form.
Upload your COE
Once you have received your COE and after you have received your login information for Hilbert, you must complete the VA Request for Certification form and upload your COE. This form can be found in Self-Service under Student Record Forms. This will remain on file during your time as a student at Hilbert College. Students who receive VA benefits must also submit their VA Request for Certification each semester you are registered. Students will be certified at least two weeks prior to the start of the semester, so long as all paperwork has been submitted. Make sure you are providing the correct file number requested on the form.
Applying for Veteran Benefits
Hilbert College participates in several veteran benefit programs, including Post 9/11, Montgomery GI Bill®, Vocational Rehab, Reserve GI Bill®, Dependents Educational Assistance, Frye scholarship, Tuition Assistance programs, and the NYS Veteran Tuition Award program.
- Post 9/11 (ch. 33) or Vocational Rehab (ch.31) benefits: your tuition will be sent directly to Hilbert from the VA. Any housing benefits you are eligible for will be sent directly to you from the VA.
- Dependents Educational Assistance(ch. 35) or Reserve GI Bill® (ch. 1606): any eligible money will be sent directly to you to use at your discretion
- Hilbert College is a Yellow Ribbon participating school. If a student receiving Post 9/11 benefits who is eligible for Yellow Ribbon benefits exceeds the annual tuition cap as indicated by the VA, they will be eligible to receive up to $1500 to help cover additional costs not covered by the VA.
Active Duty Military/Veterans
Apply for your benefits online or by mail. You can complete your online educational benefits application (VONAPP) by visiting the E-Benefits site at www.vets.gov. After approximately 2 – 3 weeks, the Department of Veteran Affairs will mail you a Certificate of Eligibility (COE).This letter will provide you with which G.I. Bill® chapter you qualify for, the length of qualifications rated, as well as the percentage you qualify to utilize.
Spouse or Dependents
- The veteran must elect to transfer the benefit through the Department of Defense Transferability of Education Benefits (TEB) site. Once the transfer has been approved, the dependent should apply for the benefit by completing a 22-1990e. Once this application is processed, the VA will issue a Certificate of Eligibility to the student.
Transfer Students
After approximately 2 – 3 weeks, the Department of Veteran Affairs will mail you a Certificate of Eligibility (COE).This letter will provide you with which G.I. Bill® chapter you qualify for, the length of qualifications rated, as well as a percentage of in which you qualify to utilize.

Types of Benefits
Post-9/11 GI Bill® – Chapter 33
New benefit implemented on or about August 1, 2009, that provides educational assistance to individuals who have served on active duty on or after September 11, 2001. Persons eligible for Chapters 30 or REAP (Chapter 1607) benefits may elect to receive benefits under this new Post-9/11 GI Bill®. This benefit is also available for dependents (spouse and children) of active duty military members.
Dependents Educational Assistance – Chapter 35
This portion of 38 U.S.C. authorizes educational benefits to dependents and survivors of certain veterans who have serious disabilities as the result of their service, (100% permanently and totally disabled), or who have died of a service-connected cause, were a prisoner of war, or missing in action.
Vocational Rehabilitation & Employment – Chapter 31
Veterans who have been declared disabled by the Department of Veterans Affairs due to service related injury.
Montgomery GI Bill® – Chapter 30
Entered Active Duty after June 30, 1985. Complete at least 2 years continuous active service; contributed $1200 to the program; received a high school diploma or GED; and received an honorable discharge.
Reserve GI Bill® – Chapter 1606
Any person who enlists, re-enlists, or extends an enlistment in the Selective Reserve for not less than 6 years, in addition to any other period of obligation after June 30, 1985, and completed high school of GED, IADT, 180 days of service in the selective reserve and is satisfactorily participating in require training in the selective reserve.
