Hilbert College participates in several veteran benefit programs, including Post 9/11, Montgomery GI Bill®, Vocational Rehab, Reserve GI Bill®, Dependents Educational Assistance, Frye scholarship, Tuition Assistance programs, and the NYS Veteran Tuition Award program.
Applying for Benefits through the VA
Active Duty Military/Veterans
- Establish and verify which chapter and educational benefits you qualify for.
- Apply for your benefits online or by mail. You can complete your online educational benefits application (VONAPP) by visiting the E-Benefits site at www.vets.gov. After approximately 2 – 3 weeks, the Department of Veteran Affairs will mail you a Certificate of Eligibility (COE).This letter will provide you with which G.I. Bill® chapter you qualify for, the length of qualifications rated, as well as the percentage you qualify to utilize.
Spouse or Dependents
- If you are a first time spouse/dependent applicant for educational benefits, you will need to complete VA Form 22-1990E (Application for Family Member to use Transferred Benefits – if using Chapter 33 benefits*) OR VA Form 22-5490 (Application for Survivors’ and Dependents Educational Assistance - if using Chapter 35 benefits).
- If you are a veteran dependent who has already utilized education benefits at another college/university and plan to attend Hilbert College, you will need to complete VA Form 22-1995 or VA Form 22-5495 (for Chapter 35) to transfer your benefits from the previous college/university to Hilbert College.
- Apply for your benefits online or by mail. You can complete your online educational benefits application (VONAPP) by visiting the E-Benefits site at www.vets.gov.After approximately 2 – 3 weeks, the Department of Veteran Affairs will mail you a Certificate of Eligibility (COE).This letter will provide you with which G.I. * The veteran must elect to transfer the benefit through the Department of Defense Transferability of Education Benefits (TEB) site. Once the transfer has been approved, the dependent should apply for the benefit by completing a 22-1990e. Once this application is processed, the VA will issue a Certificate of Eligibility to the student.
Transfer Students
- Apply for transfer of benefits from the college/university you previous attended to Hilbert College by filling out VA Form 22-1995 or VA Form 22-5495 (for Chapter 35) at www.vets.gov.
- After approximately 2 – 3 weeks, the Department of Veteran Affairs will mail you a Certificate of Eligibility (COE).This letter will provide you with which G.I. Bill® chapter you qualify for, the length of qualifications rated, as well as a percentage of in which you qualify to utilize.
Submitting Certificate of Eligibility (COE)
Once you have received your COE and after you have received your login information for Hilbert, you must complete the VA Request for Certification form and upload your COE. This form can be found in Self-Service under Student Record Forms. This will remain on file during your time as a student at Hilbert College.
Students who receive VA benefits must also submit their VA Request for Certification each semester you are registered. Students will be certified at least two weeks prior to the start of the semester, so long as all paperwork has been submitted.

Post-9/11 GI Bill® – Chapter 33
|
New benefit implemented on or about August 1, 2009, that provides educational assistance to individuals who have served on active duty on or after September 11, 2001. Persons eligible for Chapters 30 or REAP (Chapter 1607) benefits may elect to receive benefits under this new Post-9/11 GI Bill®. Reserve GI Bill® – Chapter 1606
|
Any person who enlists, re-enlists, or extends an enlistment in the Selective Reserve for not less than 6 years, in addition to any other period of obligation after June 30, 1985, and completed high school of GED, IADT, 180 days of service in the selective reserve and is satisfactorily participating in require training in the selective reserve.
